Originally constructed for and occupied by Capital One, Nottingham City Council bought the property in 2009 It was purchased at a much reduced price due to the recession that began in 2008 which affected Capital One and similar financial institutions badly. For Nottingham City Council it was a good asset to acquire not only because of the knock down price they achieved but because up until that point the Council's staff were housed in many different offices spread over the city. Many of these properties were able to be sold off to offset costs on the purchase of Loxley House, and high rents were no longer payable on other properties. Other benefits included greater efficiencies due to economies of scale, and easier communication between staff.
