Mr Livingstone predicted early teething problems as a last minute rush of drivers register for the 5 compulsory charge while others seek rat runs around the edge of the zone to evade the fee. The RAC Foundation believes that the worst is yet to come over the coming days as drivers start receiving penalty notices. The scheme - which was beginning at 7am - aims to cut congestion by 10-15% and raise 130 million annually for public transport schemes, by charging motorists to drive through central London.
